Urges the United States Congress to enact meaningful climate change legislation that reduces greenhouse gas emissions.

Proposed legislation should include protections for low and moderate income Americans from increased energy costs and support alternative energy sources including wind, solar, biofuels, nuclear, and clean coal.

Calls for energy efficiency investments and allows environmentally sensitive off-shore and on-shore oil and gas exploration subject to state approval, with emissions offsets to protect energy consumers while gradually reducing greenhouse gases.

Notes that 15 states have established economy-wide greenhouse gas reduction goals, 13 states have enacted automobile emissions regulations, and 10 states have set limits on power plant emissions.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States Senate, the Speaker of the United States House of Representatives, and each Member of Congress from Arizona.
