Urges Congress to propose a constitutional amendment repealing the 17th Amendment, which established direct election of U.S. senators by voters.

Seeks to restore the original constitutional system where state legislatures elect U.S. senators rather than the voting public.

Argues that direct election of senators has weakened the legislative checks and balances system and reduced Senate responsiveness to state concerns.

Requires the amendment to be ratified by legislatures or conventions in three-fourths of the states per Article V of the Constitution.

Directs Arizona's Secretary of State to transmit the memorial to the President of the U.S. Senate, Speaker of the House, and all Arizona members of Congress.
