Urges United States Congress to support federal and state policy initiatives to encourage construction of new nuclear power plants in the United States and Arizona.

Requests Congress increase authorized loan guarantee funding above $18.5 billion, develop stable long-term project financing mechanisms, and create federal tax incentives to accelerate nuclear workforce development and manufacturing capabilities.

Calls for the Nuclear Regulatory Commission to develop a more efficient and transparent licensing process for advanced reactor designs by reducing redundancies and review timeframes.

Asks Congress to mandate creation of a Blue Ribbon Commission to reexamine used nuclear fuel management, provide a statutory finding of waste confidence, and provide financial incentives for interim storage facilities.

Directs Arizona's Secretary of State to transmit copies of the memorial to the President, Congress leadership, and all Arizona Congressional representatives.
