Urges Congress to enact legislation granting federal grand juries the powers of unrestrained investigation and independent declaration, restoring common law grand jury powers that were eliminated in 1946.

Requests Congress appoint a special prosecutor to assist federal grand juries in investigating and issuing presentments against government officials for alleged wrongdoing.

Contends that federal action has exceeded constitutional bounds and that grand juries, as a fourth branch of government, are necessary to hold public officials accountable through the ballot box and jury box.

Argues that presentments (grand jury accusations made independently without government request) are constitutional despite being codified as obsolete in the Federal Rules of Criminal Procedure.

Directs the Arizona Secretary of State to transmit the memorial to the President of the Senate, Speaker of the House, and all Arizona Members of Congress.
