Urges U.S. Congress to authorize Arizona to implement an Arizona Temporary Worker Program to address labor shortages in agricultural, dairy, and other industries.

Proposes the state issue temporary worker cards to sponsored foreign workers for two-year periods after background checks, with employers required to report no-shows for card cancellation.

Explicitly states the program is not intended to create a path to U.S. citizenship for foreign workers and should not increase federal visa allocation numbers.

Limits public benefits under the program to U.S. citizens in accordance with the Illegal Immigration Reform and Immigrant Responsibility Act of 1996.

Directs the Arizona Secretary of State to transmit copies to the President, Congress leadership, and all Arizona members of Congress.
