Proposes constitutional amendment to change Arizona State Senate terms from two years to staggered four-year terms beginning with the 50th legislature in 2011.

Reduces State Senate term limits from four consecutive terms to three consecutive terms, while increasing House of Representatives term limits from four consecutive terms to six consecutive terms.

Implements staggered transition for 50th legislature: 15 senators elected to serve four-year terms (determined by lot), 15 senators serve two-year terms until 51st legislature when all future senators serve four-year terms.

Establishes eligibility rules for legislators based on service start dates, allowing those already serving to complete additional terms under the new limits before becoming ineligible.

Requires one full term of absence before a legislator who has served the maximum consecutive terms can again hold the same office.
