AZ HCR2013

Proposes an amendment to Article IV, Part 2, Section 13 of the Arizona Constitution regarding the single subject requirement for bills.

Maintains the existing requirement that every act embrace but one subject and matters properly connected therewith, which subject shall be expressed in the title.

Adds a new subsection allowing budget reconciliation acts to be exempt from strict single subject requirements, provided each provision in such acts is directly related to reconciling an appropriation in a general appropriations bill.

Requires the Secretary of State to submit this constitutional amendment to voters at the next general election.
