AZ HCR2020

Establishes requirement that school districts spend at least 70 percent of their operational budget on classroom instruction expenditures.

Districts not meeting the 70 percent threshold in fiscal year 2010-2011 must increase classroom instruction spending by at least 2 percent annually until reaching the 70 percent requirement.

School districts must submit annual operational budgets to the superintendent of public instruction for verification of compliance with the classroom instruction expenditure requirement.

Districts unable to meet the requirement may petition the superintendent for a one-year waiver if they submit proposals to eventually achieve compliance; superintendent must respond within 30 days.

Districts failing to meet the 70 percent threshold must post detailed expenditure accounting on their website, including employee salaries over $100,000, benefits costs, non-pupil transportation travel, consultant fees, attorney fees, and payments to organizations and associations.
