HCR 2021 Summary

• Amends Arizona labor relations law to protect both union membership and non-membership, explicitly stating employees cannot be denied employment based on labor organization membership status

• Adds new protections prohibiting employers from threatening or interfering with employees or their families to compel them not to join a labor organization or to leave employment against their will

• Extends protection to workers engaged in labor organizing efforts while off-duty

• Adds "membership or nonmembership" language throughout labor relations statutes (sections 23-1302, 23-1304, 23-1305, 23-1306) to clarify protections apply equally to union members and non-members

• Submits the measure to voters at the next general election as a ballot proposition requiring voter approval to become law
