AZ HCR2030

Proposes constitutional amendment changing Arizona House of Representatives from two members per district to one member elected from each of 60 house districts.

Establishes that each of 30 state senate districts shall consist of exactly two entire and contiguous house districts, with one senator elected per district.

Creates an independent redistricting commission consisting of five members (no more than two from same political party) to establish congressional and legislative districts beginning in 2011.

Requires redistricting commission to apply specific criteria including equal population, geographic compactness, respect for communities of interest, and favoring competitive districts where practicable.

Applies to redistricting beginning in 2011 and all legislative elections from 2012 forward; requires voter approval via general election ballot.
