Proposes to extend Arizona state legislature terms from two years to four years beginning with the fiftieth legislature in 2011.

Maintains the four consecutive term limit for both state senators and state representatives, though each term would now be four years instead of two years.

Provides transition rules for legislators already serving: those with three consecutive two-year terms starting in January 2005 may serve one additional four-year term; those with two consecutive terms starting in January 2007 may serve two additional four-year terms; those with one term starting in January 2009 may serve three additional four-year terms.

Requires a one-term waiting period before a legislator who has reached the term limit can serve in the same office again.

Requires approval by Arizona voters before the amendment to the Arizona Constitution takes effect.
