Proposes constitutional amendment to Article XII, Section 10 granting each county authority to levy, assess, and collect development fees within county jurisdiction and implement related policies.

Proposes constitutional amendment to Article XIII, Section 8 granting each city or town authority to levy, assess, and collect development fees within municipal jurisdiction and implement related policies.

Prohibits the legislature from enacting statutes that impede the development fee authority granted to counties, cities, and towns under these proposed amendments.

Requires the Secretary of State to submit this proposition to voters at the next general election per Article XXI of the Arizona Constitution.
