Proposes a constitutional measure prohibiting public officers, employees, and contractors from lobbying the legislature on behalf of their public agency or spending public resources for lobbying purposes.

Allows public agency representatives to communicate with legislators only when specifically requested to provide expert testimony or factual information without recommendations.

Permits elected bodies to meet collectively with legislators during open meetings without restriction.

Allows public officers and employees to communicate with legislators in a private capacity on their own behalf if not compensated by their public employer for that time.

Authorizes the Attorney General or any person to bring court action to enforce the measure, including injunctions against unlawful expenditures and recovery of misspent public funds, with attorney fees awarded to prevailing parties.
