AZ HCR2039

Proposes amendment to Arizona Constitution Article IV, Part 1 by adding Section 3 regarding temporary suspension of voter-protected funding.

Allows the legislature to appropriate or divert up to 50 percent of fund revenue or fund balance created by any voter-approved measure for fiscal years 2010-2011 through 2013-2014 by majority vote.

Permits the legislature to amend or supersede voter-approved measures that require expenditure of state revenues during the specified four-year period.

Requires that any diverted monies be segregated by source and appropriated for purposes similar to those authorized in the original measure to the extent possible.

All bills passed under this suspension authority expire no later than June 30, 2014, and the amendment requires voter approval before taking effect.
