Proposes a ballot measure to criminalize abortion performed based on the sex, gender, color, or race of the fetus or race of a parent as a Class 3 felony.

Establishes that the Attorney General or county attorney may seek injunctive relief in superior court to stop violations, and makes such violations a form of discrimination under Title VI, Section 601 of the Civil Rights Act of 1964.

Allows the father of the fetus (if married to the mother) or maternal grandparents (if mother is under 18) to sue for civil damages including monetary compensation for psychological, physical, and financial injuries.

Requires physicians, physician's assistants, nurses, counselors, and other medical or mental health professionals to report known or suspected violations to law enforcement, with failure to report as a Class 6 felony.

Exempts the woman on whom the abortion is performed from criminal prosecution and civil liability related to violations of this section.
