AZ HCR2050

Expands the definition of "early childhood development and health programs" to include services for children in kindergarten through grade three and their families, not just pre-kindergarten children.

Adds "increasing child literacy" as a permitted objective for programs undertaken by the board and regional partnership councils.

Increases the cap on statewide grants or programs funded directly by the board from ten percent to fifty percent of program account monies in a fiscal year.

Adds conflict-of-interest provisions prohibiting council members and their immediate families from being employees or contractors of entities that contract with the council or board, or from receiving monetary benefits from such contracts.

Requires regional partnership councils to comply with Arizona's procurement code requirements under title 41, chapter 23.
