Proposes converting Arizona's legislature from a bicameral (two-chamber) system to a unicameral (single-chamber) system beginning with the 51st legislature in 2013, with the senate becoming the sole chamber consisting of two members elected from each of 30 districts.

Changes state senate terms from two years to staggered four-year terms beginning in 2013, and reduces the term limit from four consecutive terms to three consecutive terms for senators.

Eliminates party designation for state legislative candidates and elections beginning with the 2012 elections for the 51st legislature, making all legislative elections nonpartisan.

Maintains existing redistricting commission procedures and requirements for establishing congressional and legislative districts through an independent citizens commission.

Requires voter approval through a general election ballot proposition as specified in Arizona's constitutional amendment procedures.
