Expresses Arizona Legislature's support for the enactment of the federal DREAM Act (Development, Relief and Education for Alien Minors Act).

Supports allowing undocumented immigrant students who grew up in the United States to obtain temporary legal status, permanent status, and eventual citizenship through college attendance or military service.

Notes that approximately 65,000 undocumented students graduate annually from American high schools and are currently denied higher education and workforce opportunities under existing immigration law.

Indicates the DREAM Act would eliminate federal penalties against states providing in-state tuition regardless of immigration status and provide economic and fiscal benefits to immigrants and society.

Affirms that hardworking students of good moral character with high school diplomas deserve the opportunity to pursue higher education.
