Proposes amendment to Article IV, Part 2 of Arizona Constitution by adding Section 20.1 regarding federal monies appropriation and legislative authority.

Requires all noncustodial federal monies received by state budget units to be accounted for in separate accounts or funds meeting accounting, budgetary, and auditing requirements.

Grants legislature authority to appropriate noncustodial federal monies; if legislature does not appropriate such funds, the responsible state agency shall administer and spend them pursuant to federal and state law.

Defines "noncustodial federal monies" to include block grants, revenue sharing monies, and federal funds providing the state broad spending authority, while excluding university research grants, emergency and military affairs funds, and funds awarded directly to school districts or community colleges.

Establishes procedures for adjusting appropriations based on actual federal monies received: reductions are applied proportionately to activities, and excess monies are credited to agency accounts subject to legislative appropriation.
