Proposes amendment to Arizona Constitution Article VII, Section 10 to establish nonpartisan legislative elections beginning with the 2012 elections for the fifty-first legislature.

Requires members of the legislature to run without political party designation in both primary and general elections.

Maintains existing direct primary election law requirements for nomination of candidates for state, county, and city offices, including U.S. senators and representatives in Congress.

Allows registered independent and no party preference voters to participate in primary elections of any qualified political party.

Directs the Secretary of State to submit the proposition to voters at the next general election.
