Proposes a constitutional amendment to add Section 26 to Article IV, Part 2 of the Arizona Constitution requiring the legislature to enact and the governor to approve a state budget by June 30 of each year.

Withholds salaries of the governor and all legislators if the budget deadline is not met, continuing the withholding until a budget for the subsequent fiscal year has been enacted and approved.

Requires submission of the proposed amendment to Arizona voters at the next general election for approval.
