Proposes amending Arizona Constitution Article IV, Part 1 by adding Section 3 to require voter reauthorization of ballot measures authorizing or requiring state spending.

Limits authorization of initiative or referendum measures that spend state monies to ten-year periods, after which reauthorization must be approved by majority vote at a general election.

Applies retroactively to all existing ballot measures authorizing or requiring state expenditures, which continue in effect until referred for reauthorization.

Requires ballot measures enacted ten or more years before this amendment's effective date to be submitted for voter reauthorization at the next general election following the amendment's adoption.

Directs the Secretary of State to submit this constitutional amendment to voters at the next general election.
