Prohibits statewide elected officials, state legislators, and their employees from using public monies for print, visual, broadcast, website, or similar official communications that reference them by name or likeness unless specific conditions are met.

Requires communications using public funds to include the statement "paid for at taxpayer expense" and obtain authorization from the identified official.

Permits exceptions when the communication is legally required, the official has no discretionary control over timing or content, or it concerns official actions for which they are legally responsible.

Allows references to names or likenesses only when narrowly tailored to ensure accountability for official actions and when no other reasonably accessible means exists for public identification.
