Expands child restraint requirements to include children ages 5-7 who are less than 4 feet 9 inches tall, in addition to existing requirements for children under 5 years old.

Prohibits law enforcement from stopping vehicles solely for child restraint violations; officers may only cite for this violation if they have reasonable cause to believe another motor vehicle law violation has occurred.

Establishes that child restraint fund deposits are capped at $20,000, with excess penalties directed to the Arizona highway user revenue fund.

Adds definition of "child restraint system" to include add-on systems, built-in systems, rear-facing systems, and booster seats meeting federal safety standards in 49 Code of Federal Regulations section 571.213.

Updates exemption threshold from children under 5 years old to children under 8 years old for the exception allowing unrestrained transport when vehicle space is insufficient for required restraint systems.
