Allows members delinquent on monetary penalties to sign petitions requesting removal of board members, whereas previously such members could be barred from signing.

Requires board agendas to be available to all unit owners attending board meetings and permits members to speak once after board discussion of an agenda item but before the board votes on that item.

Establishes procedures for board meetings including permission to record meetings with notice, prohibition of conducting business via email, allowance of telephone conferences with speakerphone capability, and requirement that informal board meetings comply with open meeting provisions.

Permits courts to limit the amount of attorney fees included in associations' liens for unpaid assessments, and clarifies that payments on member accounts are applied first to unpaid assessments before other fees and penalties.

Declares state policy that all condominium and planned community homeowners' association meetings be conducted openly with notices and agendas containing information necessary to inform members of matters to be discussed and to ensure members can speak before votes are taken.
