Expands eligibility for the military family relief fund to include service members who became deceased, wounded, injured, or seriously ill after September 11, 2001, in addition to those deployed from Arizona military bases or who entered active service from Arizona.

Simplifies paragraph 3 of subsection F to allow immediate family members, service members, or former service members to apply for living expenses and other appropriate expenses as determined by the advisory committee, rather than listing specific expense categories.

Maintains the fund's existence through December 31, 2013, with any remaining unexpended monies transferred to the veterans' donations fund established by section 41-608.

Preserves the military family relief advisory committee structure consisting of the director and twelve appointed members, including military widows/widowers, veterans with service-connected disabilities, and military unit commanders.

Makes the amended statute effective June 30, 2011, and declares the act an emergency measure necessary to preserve public peace, health, or safety.
