AZ SB1017

Amends Arizona Revised Statutes sections 11-201 and 11-401 to grant elected county officers expanded operational authority over their respective offices.

Requires county board of supervisors to appropriate monies to elected and appointed county officers in lump sums rather than line-item budgets.

Grants each elected county officer full authority and discretion to accomplish statutory duties, including delivery of services, office organization, hiring and personnel control, and establishing position standards.

Reserves to each elected county officer all necessary or implied powers and authorities of their office, including the ability to enter into agreements or contracts that further office functions.

Adds justices of the peace to the enumeration of county officers under Arizona law.
