Adds preference for Arizona residents in awarding service contracts paid from public monies, requiring that contracts be awarded to resident bidders if competing non-resident bids are less than 5% lower.

Applies to both local agents (under Arizona Revised Statutes § 34-243.02) and state purchasing agencies (under § 41-2535.01).

Requires qualifying resident bidders to have paid real or personal property taxes in Arizona for at least two consecutive years immediately before submitting their bid.

Preference applies when quality and suitability of bids are considered equal, giving Arizona residents an advantage in service contract competitions.
