Amends Arizona Revised Statutes section 46-456 to add a new subsection I establishing different burdens of proof in civil actions for financial exploitation of vulnerable adults.

Requires clear and convincing evidence standard in civil actions against a spouse or child of a vulnerable adult, while other civil actions require only a preponderance of the evidence standard.

Clarifies that the party bearing the ultimate burden of proof does not change regardless of which standard applies.

Maintains existing provisions allowing courts to award actual damages plus up to two times the actual damages, forfeit benefits, revoke dispositions, and sever jointly held property interests in violation cases.
