AZ SB1028

Imposes a moratorium on salary increases for elected public officials in cities, towns, counties, school districts, and special taxing districts in Arizona during fiscal years 2009-2010 and 2010-2011.

Prohibits these jurisdictions from spending public funds on elected officials' salary increases until after Arizona has enacted a balanced budget for those fiscal years.

Effective immediately upon enactment as an emergency measure.

Applies to all elected public officials in the specified local government entities during the two-year fiscal period.
