• Requires county recorders to transmit early ballot materials to absent uniformed services and overseas voters using the voter's designated method of communication (internet, fax, mail, or other electronic means).

• Mandates ballots sent to registered absent uniformed services or overseas voters be transmitted no later than the forty-fifth day before the election if the request is received by the forty-eighth day before the election.

• Requires county recorders to send ballots to unregistered applicants with complete federal postcard applications within twenty-four hours of receipt (excluding weekends and holidays).

• Eliminates the requirement to send paper ballots when an official early ballot has already been transmitted by electronic means.

• Adds a verification method allowing voters to confirm at no cost that their electronically transmitted ballot has been received.

• Changes the deadline for filing ballot measure arguments from fifty-three days to forty-eight days before the primary election.
