Amends Arizona Revised Statutes Section 28-708 to increase penalties for racing on highways, changing the timeframe for repeat offenses from 24 months to 48 months.

Increases minimum fine for first conviction from $250 to $750 and requires minimum fine of $1,000 for subsequent violations (previously discretionary).

Increases mandatory minimum jail time for second or subsequent conviction within 48 months from 10 days to 30 days, with no eligibility for probation, pardon, or sentence suspension.

Changes driver's license suspension from discretionary ("may") to mandatory ("shall") for first convictions, and requires revocation of driving privileges for second or subsequent convictions within 48 months.

Maintains existing definitions of "drag race" and "racing" and allows the director to authorize organized highway events as exceptions to the racing prohibition.
