Amends Arizona Revised Statutes section 49-746 regarding private enterprise recycling and solid waste management services.

Removes population threshold restriction, allowing municipalities of any size to regulate private recycling and solid waste management services rather than limiting application to municipalities exceeding 60,000 residents.

Municipalities must establish rules promoting availability and competition in delivery of commercial and industrial recycling and solid waste management services.

Eliminates provisions allowing municipalities to limit commercial or industrial solid waste management companies based on population ratios and the seven-company minimum threshold.
