Amends Arizona Revised Statutes section 15-183 regarding charter school requirements and operations.

Adds new subsection W establishing a processing fee charged by the state board for charter schools to charter schools that amend contracts to participate in the Arizona online instruction program; creates the charter Arizona online instruction processing fund to hold these fees.

Renumbers existing subsection W (regarding sponsor fees) to subsection X and existing subsection X (regarding intergovernmental agreements with juvenile courts) to subsection Y.

Designates the act as an emergency measure effective immediately upon passage.
