Amends Arizona Revised Statutes Title 9, Chapter 4, Article 6.4 by adding Section 9-469 regarding city and town permit and plan fees.

Requires single-family residential building permit or plan fees assessed by cities or towns to be attributable to and not exceed the actual cost of issuing the permit or providing the plan review service.

Mandates cities and towns hold a public hearing before adopting new or increased building permit or plan fees or charges, in compliance with applicable public meeting requirements.

Requires cities and towns with internet websites to publish the method used to calculate assessed permit or plan fees and make this information available to the public.

Requires itemization of average costs for each staff position involved in providing building inspection or plan review services, plus overhead and ancillary costs, with these details provided to permittees upon request.
