Amends Arizona Revised Statutes Section 35-152 to prohibit state officers, employees, or agents from opening accounts or paying fees and expenses for federal court-appointed special masters without legislative appropriation.

Provides liability protection for state officers, employees, and agents from personal liability when complying with the prohibition on paying special master fees and expenses.

Clarifies that the failure of the legislature to appropriate funds for special master fees and expenses does not subject state officers, employees, or agents to personal liability.

Applies the amended statute to all bills for special master fees and expenses submitted after July 13, 1995.
