Amends Arizona Revised Statutes Section 35-149 regarding the handling of private funds received by state departments, institutions, boards, and commissions.

Replaces outdated pronouns and grammatical constructions with modern language (e.g., "which" becomes "that," "such" becomes "the," "shall" becomes "shall" or is repositioned for clarity).

Requires departments receiving private funds to certify to the Department of Administration the fund source, terms and conditions, names of trustees/administrators, and authorized approval persons.

Mandates separate accounting for private funds and contributions, with all disbursements made through the Department of Administration on approved vouchers.

Exempts university dining halls, dormitories, bookstores, student activities, federal monies, and private monies of students or patients in state institutions from these requirements.
