Changes "agency" definition from entities "established" to entities "authorized" by either title 11 or a county board of supervisors.

Maintains existing definitions of "goods" as personal property purchased or procured by an agency, including real property leases and space arrangements.

Maintains existing definition of "services" as all services purchased or procured by an agency, including construction services.
