Expands sex offender registration requirements to include persons adjudicated "guilty except insane" for offenses listed in section 13-3821, in addition to those convicted of such offenses.

Requires persons found guilty except insane to register with the sheriff, obtain annual nonoperating identification licenses or driver licenses, and register required online identifiers same as convicted offenders.

Applies community notification procedures and internet sex offender website publication requirements to persons adjudicated guilty except insane, with risk assessments and notification levels determined by law enforcement.

Modifies the psychiatric security review board procedures for persons found guilty except insane who caused death, serious physical injury, or threat thereof, allowing transfer to state department of corrections if person is dangerous or has propensity to reoffend.

Establishes that persons adjudicated guilty except insane are subject to the same sex offender monitoring assessment fees ($250) and registration obligations as convicted sex offenders.
