• Amends Arizona Revised Statutes sections 48-5103, 48-5106, 48-5121, 48-5122, and 48-5141 relating to public transportation governance and planning.

• Shifts responsibility for developing the public transportation element of the regional transportation plan from the board to the regional planning agency, in cooperation with state and local public transportation authorities and operators.

• Requires the regional planning agency to approve budget changes that materially impact the regional transportation plan's performance or add/delete current or planned regional service in a corridor.

• Modifies the board's powers to recommend modifications to the public transportation plan (rather than modify it directly), subject to majority board approval at a public hearing.

• Establishes that the board shall implement the regional public transportation element of the transportation plan funded by the public transportation fund.
