Amends section 16-543 to require county recorders to transmit ballots to absent uniformed services and overseas voters within 24 hours of receiving requests (excluding weekends and holidays) when the voter is not registered.

Allows absent uniformed services and overseas voters to designate their preferred method of receiving voting materials (internet, fax, mail, or other electronic means) and requires county recorders to provide ballots in the designated format.

Requires county recorders to provide a cost-free method for voters to verify that their electronically transmitted ballot has been received.

Reduces the deadline for filing ballot arguments on ballot measures from 53 days to 48 days before the regular primary election in section 19-124.

Declares the act an emergency measure that is operative immediately.
