Adds driving with a suspended/revoked license while required to use an ignition interlock device as a separate category of aggravated DUI under section 28-1383, subsection A, paragraph 4, carrying a class 4 felony classification.

Modifies juvenile sentencing requirements for aggravated DUI violations to include paragraph 4 offenses alongside existing penalties, with judges able to suspend detention if juveniles complete alcohol or drug screening.

Changes adult sentencing for aggravated DUI under paragraph 4 to require minimum four months incarceration with eligibility for probation only after serving that period.

Allows individuals convicted of first-time child endangerment DUI violations (driving under influence with child under 15 in vehicle) to apply for special ignition interlock restricted driver licenses after completing required suspension period and treatment.

Updates section 28-1401 to clarify eligibility for special ignition interlock restricted driver licenses for first refusal offenses and first violations involving children, requiring completion of screening and treatment programs.
