Amends the Arizona state boxing commission to rename it the "Arizona state boxing and mixed martial arts commission" throughout relevant statutes (sections 5-104, 5-221, 5-223, 5-224, 5-225, and 41-1092).

Adds "mixed martial arts" to the definition of regulated combat sports, defining it as any form of competition other than boxing or kickboxing in which blows are delivered.

Authorizes the commission to conduct drug and alcohol testing of contestants and impose immediate suspension, revocation, or civil penalties up to $500 for positive tests, refusal to test, or failure to test.

Establishes uniform fee structure for mixed martial arts and boxing events determined by the commission, with fees deposited in the state general fund and exempt from lapsing appropriations.

Requires the commission to adopt rules for mixed martial arts consistent with the New Jersey state athletic control board's unified rules of conduct, allowing promoters to adopt more restrictive rules for specific events.
