Adds a new category of aggravated assault (paragraph 11) for intentionally or knowingly impeding normal breathing or circulation of blood by applying pressure to the throat or neck or obstructing the nose and mouth.

The strangulation/suffocation offense applies when the victim meets the circumstances outlined in section 13-3601, subsection A, paragraphs 1-6, which typically involve domestic violence situations.

Classifies aggravated assault under the new strangulation provision as a class 4 felony.

Amends the felony classification section to include paragraph 11 offenses alongside paragraph 3 aggravated assaults as class 4 felonies.
