Amends section 46-408 of Arizona Revised Statutes regarding assignment of child support rights for individuals receiving temporary assistance for needy families (TANF).

Effective retroactively from September 30, 2009, the assignment of support rights no longer applies to any support that accrued before an individual began receiving TANF.

Prior to October 1, 2009, the assignment applied to support accrued before receiving TANF; this provision is eliminated by the amendment.

Maintains existing provisions regarding distribution of support payments, administrative review procedures for obligees, and appeal rights within 30 business days of department notice.

Retains the state's priority claim for arrearages when the person entitled to receive support is currently receiving TANF, and provides for proportionate claims when TANF is no longer being received.
