Requires the Department of Education to collect data from school districts on students who are enrolled but cannot prove lawful residence in the United States, to the extent permitted by federal law.

Mandates an annual report by December 15 to the Governor, legislative leaders, and Secretary of State summarizing district-by-district data on noncitizen students and their educational costs.

Requires the report to include research on adverse impacts of enrolling students without proof of lawful residence and detailed cost estimates for educating both noncitizen students generally and those without proof of lawful residence specifically.

Authorizes the Superintendent of Public Instruction to withhold a school district's state aid if the district fails to comply with data collection requirements.

Provides civil immunity to school districts and employees acting in good faith to comply with the bill's requirements.
