Establishes a new Class N driver license for operating neighborhood electric vehicles, with fees determined by the director.

Allows persons with suspended driver licenses to apply for a Class N license to operate neighborhood electric vehicles.

Prohibits the department from issuing another Class N license if a person's Class N license has been suspended or revoked for any reason.

Courts may order suspension or revocation of a Class N license if the operator commits traffic violations while operating a neighborhood electric vehicle or operates a vehicle altered to exceed 25 miles per hour.

Makes technical amendments to existing driver license statutes (sections 28-3002, 28-3101, 28-3153, 28-3160, 28-3171, 28-3172) to incorporate Class N licenses where applicable.
