Eliminates the requirement for firearms safety training as a prerequisite for obtaining a concealed weapons permit, allowing applicants to apply without documented completion of an authorized training program.

Adds new justified use of force provisions allowing defensive display of firearms under section 13-421 and extends domestic violence self-defense considerations to include firearm display justifications.

Creates section 13-3114 establishing that persons under 21 years of age cannot knowingly carry a concealed firearm, with exceptions for those on their own property, military members, or those with specific authorization.

Removes prior law provisions requiring concealed weapon permit holders to carry permits at all times and present them on law enforcement request, eliminating permit suspension for failure to carry.

Adds definition of "secured facility" and clarifies that permit holders may carry weapons in public establishments unless they are secured facilities with controlled access.
