Amends child support law to clarify that medical insurance responsibility shall be assigned to one parent and that uncovered medical costs shall be assigned according to child support guidelines.

Establishes automatic termination and resumption of cash medical support orders when private insurance is obtained or terminates, effective the first day of the following month or upon notification to the court or department, whichever is later.

Prohibits courts from ordering custodial parents to pay cash medical support in title IV-D cases.

Adds two new grounds for administrative review of medical support notices: whether the other parent is already providing insurance pursuant to court order, and whether insurance costs are reasonable as defined by statute.

Requires the noncustodial parent (rather than generically "one parent") to obtain medical insurance and establishes an alternative cash medical support order if the child is not covered within ninety days or loses coverage.
