Amends section 5-113 of Arizona Revised Statutes relating to horse and dog racing fund administration and distributions.

Changes the county fair racing fund from continuously appropriated monies to requiring legislative appropriation for department administration of county fair racing.

Changes the agricultural consulting and training fund from continuously appropriated monies to requiring legislative appropriation for the Arizona Department of Agriculture to administer the agricultural consulting and training program.

Retains provisions that fund balances exceeding $75,000 in the county fair racing fund revert to the state general fund at fiscal year end, while balances in the agricultural consulting and training fund do not revert.
